The admission schedule is time-bound. Students should complete each step within the notified window because missing a payment, option selection or reporting deadline can affect the allotted seat.

Who Can Apply for Odisha UG Admissions 2026

The basic eligibility for Odisha UG admission is passing the Higher Secondary (+2) examination under CHSE Odisha or an equivalent board or council. Applicants from recognised boards such as CBSE, ISC or other state boards can apply if they meet the course-specific eligibility conditions.

• Students who have passed Class 12 or equivalent can apply for Degree courses.
• Applicants who appeared in the Class 12 board examination may apply before results, but they must upload or provide marks before seat allocation as required.
• CHSE Odisha marks may be retrieved directly through the system where applicable.
• Diploma pass-out applicants after Class 10 may be eligible for UG admission as per SAMS rules, but they are not eligible for Biological Science stream.
• Applicants admitted to Diploma after ITI through lateral entry are not eligible for UG admission under the stated SAMS UG rules.

Students should check the course-wise eligibility in the Common Prospectus before final submission, especially for Science subjects, self-financing courses and non-NEP subjects.

Courses and Institutions Covered Under SAMS UG Admission

SAMS UG admission covers first-year undergraduate admission in participating higher education institutions under the Higher Education Department, Government of Odisha.

• +3 Degree courses in participating degree colleges and universities.
• Integrated courses covered under the SAMS UG process.
• 5-year integrated B.A. LL.B. courses, where included under the notified UG admission framework.
• Sanskrit Shastri colleges participating under SAMS.
• Regular and self-financing courses shown in the CAF, subject to availability in the selected institution.

Under the NEP-based structure, many UG programmes follow a four-year framework with multiple entry and exit options. However, courses such as BBA, BCA, Integrated MBA, Integrated MCA and 5-year integrated B.A. LL.B. may be shown separately as non-NEP subjects in the CAF.

How to Fill the Odisha UG 2026 Common Application Form

The CAF should be filled carefully because college and subject preferences are used for seat allotment. Applicants should keep their marksheet, Aadhaar details, certificates and payment method ready before starting.

1. Go to samsodisha.gov.in.
2. Select the Degree (+3) or UG admission section under Higher Education.
3. Open the student registration or UG login page.
4. Complete sign-up with the required mobile number and basic details.
5. Fill personal details, address, academic information and category details.
6. Select colleges, course type, stream and subject preferences in the desired order.
7. Upload or provide certificates and information required by the portal.
8. Pay the CAF fee online, unless exempted.
9. Review all entries before final submission.
10. Download or print the submitted CAF or confirmation page for reference.

SAMS permits one CAF only. Submitting more than one CAF can lead to rejection, so students should avoid duplicate applications.

CAF Fee and Exempted Categories

The Common Application Form fee for Odisha UG admission must be paid online. The submitted CAF fee is not refundable after submission.

Admission fee after allotment is separate from the CAF fee and has to be paid online within the notified allotment window.

Documents Required for Odisha UG Admission 2026

Applicants should keep the required documents ready while filling the CAF and later during admission verification at the allotted institution. The exact list shown in the intimation letter should be followed.

• Class 10 certificate or marksheet for date of birth and basic details.
• Class 12 or +2 marksheet or equivalent board result details.
• School or college leaving certificate, if applicable.
• Conduct certificate, if required by the institution.
• Migration certificate, if applicable.
• Caste certificate for SC or ST applicants, if claiming reservation.
• SEBC, PwD, EWS, Green Passage or other relevant certificates, if applicable.
• Aadhaar number and APAAR or ABC ID details where required.
• Recent passport-size colour photographs.
• Payment receipt, submitted CAF and intimation letter after allotment.

Certificates downloaded from DigiLocker are accepted during the admission period, but students may still have to produce original certificates after receiving them from the respective board or authority.

Selection Process and Merit List

Odisha UG admission through SAMS is merit-based. Seat allotment is prepared using the applicant’s academic marks, submitted preferences, reservation rules, subject eligibility and seat availability in the selected institution.

• For many NEP-based courses, allotment is based on the opted Major-I subject.
• For Three Minors course type, allotment may be based on General or Stream as applicable.
• Minor subjects and Major-II allocation are handled after admission at the institution level, subject to seat availability.
• For applicants from boards other than CHSE Odisha, marks are calculated using all subjects mentioned in the marksheet.
• For Arts and Commerce tie cases, English marks are considered first, then MIL marks and then date of birth.
• For Science tie cases, English marks are considered first, then Chemistry marks and then date of birth.

Students should check their selection status through the SAMS portal, student login, SMS, email, WhatsApp notification and the allotted institution’s notice board or e-Space updates.

What Freeze, Slide and Float Mean After Allotment

After a seat is allotted, the applicant must choose the correct option within the deadline and pay the admission fee online. Not choosing an option can be treated as rejection of the allotted seat for that phase.

Students should read the option instructions carefully in the portal before confirming, because each option affects later admission movement.

Reporting at the Allotted College

Students who choose Freeze and pay the admission fee must download the intimation letter and report to the allotted institution within the notified period. Reporting is necessary to complete document verification and final admission formalities.

• Carry the intimation letter and submitted CAF copy.
• Carry original certificates mentioned in the intimation letter.
• Keep three passport-size colour photographs ready.
• Submit School or College Leaving Certificate, Conduct Certificate and Migration Certificate if required.
• Follow the college’s instructions for document verification and admission confirmation.

If a student has paid the admission fee but cannot submit the original College Leaving Certificate at the time of admission, a grace period may be available for Phase-I admission as per SAMS rules. Failure to submit it within the allowed period can lead to cancellation by the HEI.

Waiting List and Phase-II Admission

After the regular allotment rounds, SAMS also provides a waiting or spot selection route for vacant seats. Students interested in remaining vacant seats must register through the student login during the notified waiting list window.

For the 2026 schedule, waiting list registration is scheduled from July 8 to July 10, the merit-wise waiting list is scheduled for July 14, and institutions are scheduled to display selected and waitlisted candidates on July 15. Selected candidates in the waiting round must complete admission formalities on July 17.

The Phase-II admission process is expected to begin after the declaration of CHSE instant or supplementary examination results. Students who could not participate earlier or who become eligible later should check the official SAMS portal for Phase-II instructions.

Common Mistakes to Avoid While Applying

Most application problems happen because students submit the form in a hurry or choose preferences without checking eligibility and seat details. The following points can help avoid rejection or admission confusion.

• Do not submit more than one CAF.
• Do not wait until the last hour of June 10, 2026 to submit the form.
• Check whether your +2 stream allows the selected UG stream or subject.
• Enter marks exactly as per the marksheet if manual entry is required.
• Use a working mobile number and email ID because SAMS may send alerts through SMS, email and WhatsApp.
• Do not claim reservation or fee exemption without valid documents.
• Review the college and subject preference order before final submission.
• Download the submitted CAF and payment receipt after completion.
